About this opportunity
The U.S. Coast Guard (USCG) seeks to procure ALCO 251 Overhaul Parts Kits required for the overhaul and maintenance of its Medium Endurance (WMEC) 210' and 270' cutters. The USCG does not possess the proprietary technical specifications, drawings, or manufacturing data necessary to manufacture these kits, and believes only the original equipment manufacturer (OEM), Fairbanks Morse LLC, has the capability to provide them. The USCG intends to award a sole-source, one-time contract to fulfill its short-term requirements. Interested parties must demonstrate their ability to provide genuine OEM supplies and access the necessary technical documentation by April 1, 2024.
The requirement is not set aside, and the NAICS code is 333618 with a small business size standard of 1,000 employees. While the specific kits and quantities may change, the USCG has identified two kits, one for the 270' cutters (NSN 5340-01-625-3225, P/N 2500525, 2 kits) and one for the 210' cutters (NSN 2815-01-623-5786, P/N 2500521, 1 kit). The USCG has not provided an estimated award value or budget range for this procurement.

All kits will be identified in the forthcoming solicitation. Potential sources shall submit the following, but not limited to: (1) Data that required supplies have been satisfactorily provided to the OEM or Government in the past, (2) a written letter, signed by the OEM, verifying the interested party’s authority to supply OEM manufactured items and parts to the Government as well as confirming access to the necessary technical documentation to perform.
