About this opportunity

The U.S. Coast Guard is seeking to procure various ALCO 251 engine parts required for the completion of unplanned and scheduled maintenance and support for ALCO 251 engines onboard its Medium Endurance (WMEC) 210' and 270' cutters and the Long-Range Enforcer Product Line POLAR class vessel. The Coast Guard does not possess the proprietary technical specifications, drawings, manufacturing/provisions data, or special tools necessary to manufacture and provide the parts to original equipment manufacturer (OEM) standards, as this information was not purchased at the time of the original acquisition of the ALCO 251 engines. Potential sources must demonstrate their capabilities to provide genuine OEM parts and access to the required technical information by submitting relevant data and a written letter from the OEM by November 8, 2024. Inquiries and submissions must be emailed to Kaity.George@uscg.mil.

This is not a set-aside requirement, and the Coast Guard believes that only Fairbanks Morse LLC, the OEM, has the capability to provide these parts. However, the government is open to considering other potential sources. The NAICS code is 333618 with a small business size standard of 1000 employees. The Coast Guard intends to award a sole-source, requirements-type contract to fulfill the parts requirements through individually funded delivery orders, but no estimated award value or budget range is provided.

Notice text

Various ALCO 251 parts are required for the completion of unplanned and scheduled maintenance and support for ALCO 251 engines onboard Medium Endurance (WMEC) 210’ and 270’ cutters and the Long-Range Enforcer Product Line POLAR class vessel.  The Coast Guard does not possess the proprietary technical specifications, drawings, manufacturing/provisions data, or special tools, necessary to manufacture and provide the parts to original equipment manufacturer (OEM) standards.  This information was not purchased at the time of the original acquisition of the ALCO 251 engines, and it is proprietary to the OEM, Fairbanks Morse LLC.

The NAICS code is 333618 and the small business size standard is 1000 employees.  The USCG SFLC intends to award a sole source, requirements type contract to fulfill requirements by issuing individually funded delivery orders.

It is the Government’s belief that only Fairbanks Morse LLC. has the capability to provide these parts; however, potential sources may submit information demonstrating their capabilities to provide genuine OEM parts and demonstrate their ability to access OEM technical information required to provide all the parts.

Potential sources shall submit the following, but not limited to:  (1) Data that required supplies have been satisfactorily provided to the OEM or Government in the past, (2) a written letter, signed by the OEM, verifying the interested party’s authority to supply OEM manufactured items and parts to the Government as well as confirming access to the necessary technical documentation to perform.

Please respond by email not later than 08 November 2024, 12:00 pm, Eastern standard time (EST).   Responses and any questions or information must be submitted in writing to Kaity.George@uscg.mil.  Inquiries/information received after the established deadlines MAY NOT be considered for this acquisition.  Submission for this data for review shall not impede award of this contract, as planned.  The Government is in no way liable to pay for or reimburse any company or entity that responds to this announcement.  Any costs incurred by interested sources, in response to this announcement, will NOT be reimbursed.

The USCG does NOT have an estimated timeframe for release of the solicitation, and this is NOT a request for proposal.  Solicitation documents will only be made available on www.SAM.gov and no paper solicitation packages will be made available.  It is the offerors responsibility to monitor SAM.gov for changes or amendments to this notice.
