About this opportunity
The U.S. Coast Guard Surface Forces Logistics Center Medium Endurance Cutter Product Line requires original equipment manufacturer Fairbanks Morse Defense ALCO 251 engine parts kits for inventory, cutter overhauls and maintenance. Responses are due by June 13, 2022 to Florence Harwood at Florence.m.harwood@uscg.mil and should demonstrate the ability to provide genuine OEM supplies and access necessary technical data to produce complete kits.
There is no set-aside. The NAICS code is 333618 for engine parts manufacturing with a size standard of 1,000 employees. As the Coast Guard does not possess required specifications and data, the solicitation will likely result in a sole source contract to Fairbanks Morse Defense. However, the agency is seeking information from potential sources that may be able to fulfill requirements. No estimated budget or quantity is provided, but the parts kits are needed to support Coast Guard medium cutter operations.
Notice text
The U.S. Coast Guard (USCG) Surface Forces Logistics Center (SFLC) Medium Endurance Cutter Product Line (MECPL) has a requirement for Original Equipment Manufacturer (OEM), Fairbanks Morse Defense, ALCO 251 parts kits.
These kits are required for inventory stock and direct delivery for overhaul and maintenance for Medium Endurance (WMEC) 210’ and 270’ cutters. Long term storage may also be required. The Coast Guard does not possess the proprietary technical specifications, drawings, manufacturing/provisioning data, or special tools, necessary to provide these parts kits. This information was not purchased at the time of the original acquisition of the ALCO 251 engines and is proprietary to the OEM, Fairbanks Morse Defense.
The NAICS code is 333618 and the small business size standard is 1000 employees. The USCG SFLC intends to award a sole source, requirements type contract to fulfill requirements by issuing individually funded delivery orders.
It is the Government’s belief that only Fairbanks Morse Defense has the capability to provide these specific parts kits; however, potential sources may submit information demonstrating their capabilities to provide genuine OEM supplies/kits and demonstrate their ability to access OEM technical information required to produce, assemble and provide all the parts that form each complete kit.
Potential sources shall submit the following, but not limited to (1) Data that required supplies have been satisfactorily provided to the OEM or Government in the past, (2) a written letter, signed by the OEM, verifying the interested parties authority to supply OEM manufactured items and parts to the Government as well as confirming access to the necessary technical information to perform.
Please respond by e-mail no later than 13 June 2022, 12:00 pm (EST). Responses and any questions or information must be submitted in writing to Florence Harwood via email at Florence.m.harwood@uscg.mil.
Inquiries/information received after the established deadline MAY NOT be considered for this acquisition. Submission of this data for review shall not impede award of this contract as planned. The Government is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed.
At this time, the USCG does NOT have an estimated timeframe for release of the solicitation and this is NOT a request for proposals. Solicitation documents will only be made available on www.beta.SAM.gov; no paper solicitation packages will be made available. It is the offerors' responsibility to monitor beta.SAM for changes or amendments to this notice.
