About this opportunity

The Department of the Air Force Air Combat Command is seeking a contractor to provide a comprehensive upgrade to the Airfield Lighting Control and Management System (ALCMS) at Beale Air Force Base in California. The solicitation requires the selected vendor to develop and install a new software system for the Control Tower, Lighting Vault, and Base Operations, replacing a 20-year-old legacy system with a Windows 10 LTSC compliant solution. Contractors must meet International Standards Organization (ISO 9100) quality requirements, provide factory-trained technicians, and demonstrate expertise in ALCS system installation and repair. The evaluation will follow a Lowest Price Technically Acceptable (LPTA) approach, with technical proposals assessed on a pass/fail basis and price evaluated by multiplying proposed unit prices across all Contract Line Item Numbers (CLINs). Quotes are due by 10:00 AM PST on March 24, 2025, with submission requirements including a technical volume of maximum 10 pages and a separate price volume.

The contract is set aside as a Total Small Business opportunity, specifically targeting women-owned small businesses (WOSB) in the "Other Computer Related Services" NAICS category. The total potential award value is $34,000,000, with a base performance period from April 1, 2025, to March 31, 2026, and three additional 12-month option periods extending through March 31, 2029. The contractor will be responsible for a five-year service plan, including installation services, commissioning, and ongoing system support with stringent performance metrics of 99.99% system uptime and 2-second or less response time. Delivery and performance will be at Beale Air Force Base in California, with requirements for the contractor to coordinate with 9CES/ISSO personnel and adhere to Department of Defense and Air Force cybersecurity and technical standards. The project includes two mandatory training sessions - one for Air Traffic Control personnel and another for maintenance staff - and requires annual on-site visits for system upgrades and checks.
