About this opportunity
The U.S. Army Corps of Engineers Engineering District Seattle is seeking a design-build contractor for the Albeni Falls Dam (AFD) Fish Passage Facility (FPF) project located in Oldtown, Idaho. The solicitation will follow a two-phase design-build selection process using Federal Acquisition Regulation (FAR) Subpart 36.3 and a Best Value Tradeoff (BVTO) source selection method. Contractors will be evaluated based on technical capabilities, past performance, and cost effectiveness through a comprehensive tradeoff analysis. The solicitation will be issued in two phases, with the first phase focusing on initial qualifications and the second phase involving detailed proposals. The full and open competitive acquisition is scheduled to be posted on September 20, 2024, with proposals due by March 10, 2025.
This unrestricted contract opportunity is categorized under NAICS code 237990 for Other Heavy and Civil Engineering Construction and PSC code Y1PZ for Construction of Other Non-Building Facilities. The contract will be awarded as a firm fixed-price (FFP) with economic price adjustment provisions. While no specific set-aside classifications are mentioned, the project appears to be a significant infrastructure development focused on fish passage capabilities at the Albeni Falls Dam. The exact award value is not specified in the solicitation notice, but the complexity of a design-build fish passage facility suggests a substantial budget. The project will be executed at the Albeni Falls Dam site in Oldtown, Idaho, with the expectation of creating improved fish migration infrastructure through a comprehensive engineering and construction approach.
