Added: January 8, 2008 Modified: Jun 23, 2008 11:59 amTrack Changes Presolicitation Notice for Intra-Alaskan cargo air transportation services from Elmendorf AFB to locations throughout the state of Alaska, including the Aleutian chain. Desinations include, but are not limited to Eareckson AFS (Shemya Island), Cape Lisburne, Barter Island, Cape Newenham, Cape Romanzoff, Cold Bay, Eielson AFB, Galena, King Salmon, Oliktok, Point Barrow, Point Lay, Sparrevohn, Tin City, and Indian Mountain.. Aircraft must be contractor-furnished, IFR-equipped, multi-engine aircraft, capable of operating to and from 3,500-foot gravel airfields, and be capable of flying in extreme arctic conditions. There are two separate requirements. First requirement: Aircraft utilized must be able to accommodate cargo up to 78 inches high and have a net cargo airlift capability of at least 25,000 lbs, depending on destination and fuel load. Second requirement: Aircraft utilized must be 463L pallet capable, accommodate cargo up to 108 inches high by 120 inches wide, must have truck bed height straight loading capability and have drive-on drive-off capability for various vehicles up to 30,000 pounds, and capable of carrying cargo payloads of at least 40,000 lbs, depending on destination and fuel load. Date for receipt of offers will be on or about 11 Aug 2008. One or two contract awards are anticipated as a result of this solicitation. The period of performance will be 1 Jan 09 through 31 Dec 09, with four 1-year option periods. The successful offeror must satisfy all DOD Commercial Air Carrier Quality and Safety requirements as described in 32 CFR, Part 861.3 and DOD additional standards for contract cargo operations under Part 121. Offeror must be certified under Part 121 of the Federal Aviation Regulation (14 CFR 121) and willing to commit aircraft to the Civil Reserve Air Fleet (CRAF). NAICS code 481212 applies to this acquisition. The solicitation will be available only at the FedBizOps website, http://www.fbo.gov. Added: January 8, 2008 This is a sources sought synopsis only. Requests for a solicitation will not receive a response. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources. The Government is seeking potential sources for the following service: The Contractor shall furnish air transportation services from Elmendorf Air Force Base, Alaska to various locations throughout Alaska, including 3,500 foot gravel airfields. A sampling of the locations (not all inclusive)serviced are Cape Lisburne, Cape Romanzoff, Eielson AFB, Galena, Ketchikan, King Salmon, Oliktok, Point Barrow, Sparrevohn, Tin City, and Indian Mountain. Flights will also be scheduled to Eareckson AFS, Shemya Island, and Adak Island if aircraft is capable of servicing these locations. Aircraft must be IFR-equipped, multi-engine aircraft. Missions may be flown to multiple locations. Aircraft utilized must be able to accommodate cargo up to 78 inches high and have a minimum ACL of 25,000 lbs for most destinations. Air carriers must possess an FAA operator certificate for FAR part 121 or 135, depending on the type aircraft offered. The successful offeror must obtain approval of the DOD Commercial Airlift Review Board. Potential set-asides will be determined after responses to this notice are received. This agency is interested in obtaining responses to this notice from prospective contractors, but no contractor shall be reimbursed for providing this information; therefore, the Department of Defense (DOD) will accept the requested information in whatever format it is provided. All information provided by the contractor will become property of the DOD and will not be returned.
