About this opportunity
The Department of the Interior Fish and Wildlife Service seeks vegetation mastication services for 10 acres at Wheeler National Wildlife Refuge near Decatur, Alabama, with quotes due August 24, 2026. The procurement is a Total Small Business Set-Aside under NAICS 115310 (Support Activities for Forestry), conducted under FAR Part 12 as a commercial purchase.
Place of performance is Wheeler National Wildlife Refuge near Decatur, Alabama. The contractor must mechanically treat all shrubs, brush, and trees up to 20 inches in diameter within a designated area along the White Springs drainage ditch, reducing stumps to no greater than 3 inches in height and distributing residual material evenly within 12 inches of the soil surface. The contractor may select equipment of at least 200 horsepower with a drum-type mulching head; a roller-drum track-hoe is recommended for ditch bank work and larger trees, while skid-steer mulchers are appropriate for brush and small trees. Performance period runs September 1 through November 30, 2026, with completion required within 60 days of start, subject to postponement for inclement weather, high water, wildfire danger, or soil and road impacts. All personnel, equipment, supplies, fuel, maintenance, lodging, and transportation are the contractor's responsibility. The contractor must comply with Alabama Best Management Practices for Forestry and obtain required state and federal licenses and certifications.
Award will be made as Firm-Fixed Price to the responsible offeror whose offer is most advantageous to the Government. Evaluation emphasizes technical experience and capabilities in vegetation mastication within the size, location, and proximity of the requirement, technical approach, management plan with identified key personnel, and past performance with three successful similar project examples; overall technical capabilities and past performance are significantly weighted over price. Quotes must include SF 1449, company information with SAM.gov UEI, technical capabilities evidence, up to three past performance references with detailed project information, and detailed pricing breakdown. Contractors must be registered and active in SAM.gov and comply with electronic invoicing through the Invoice Processing Platform. Prevailing wage rates apply per Wage Determination No. 2015-4595, Revision 31, for Lawrence and Morgan Counties, Alabama.
