About this opportunity

The U.S. Fish and Wildlife Service is seeking archaeological services for a cultural resources survey on Terror Bay, Kodiak Island, Alaska. The solicitation requires a contractor to conduct kayak and pedestrian reconnaissance surveys, record archaeological sites along the coastline of Terror Bay and the southern shore of Uganik Passage, and re-visit nine previously recorded sites. The contractor must have a Principal Investigator meeting the Secretary of the Interior's Professional Qualifications Standards for Archeology and will be evaluated using a lowest price technically acceptable (LPTA) approach. Quotes are due by January 16, 2025, at 5:00 PM EST and must be submitted via email to roger_lockhart@fws.gov. The final deliverables include a comprehensive survey report and completed Alaska Heritage Resources Survey (AHRS) forms for each recorded site, which are due by January 14, 2026.

The contract is an unrestricted acquisition with a NAICS code of 712110 (Museums) and a size standard of $34.0 million. The period of performance is 12 months, running from January 20, 2025, to January 19, 2026, with a firm-fixed price contract structure. Wage rates will be determined by Wage Determination No. 2015-5687, which establishes minimum wages and fringe benefits for various occupational categories in Alaska boroughs, including Kodiak Island. The work will be performed on-site in Terror Bay and Uganik Passage, requiring direct consultation with local tribes and comprehensive documentation of cultural resources. An amendment to the original solicitation removed the requirement to evaluate sites for eligibility for the National Register of Historic Places, but all other original requirements remain unchanged.
