About this opportunity

The Department of Veterans Affairs (VA) has issued a Pre-Solicitation Notice with Intent to Sole Source for statistical analysis services related to a VA grant on a Strength at Home program for Veterans receiving treatment for Intimate Partner Violence perpetration. The VA intends to award a sole source contract for a one-year base period with three option years to Dr. Matthew Gallagher, Ph.D., a Professor of Clinical Psychology at the University of Houston.

The purpose of this Pre-Solicitation Notice is to inform interested parties of the VA's intent to negotiate a sole source contract with Dr. Gallagher, who has previously provided statistical services for this program, resulting in three professional publications. The VA has determined that Dr. Gallagher is the only vendor capable of providing the specialized continued research services required. The applicable NAICS code is 541690 with a $19 million size standard, and the PSC is AJ13. The authority cited is FAR 6.302-1, as the agency has determined there is only one responsible source that can meet the requirements. Interested parties may contact the Contracting Officer, Rachael Talbott, regarding this procurement.
