Place of performance is Building 299, at the top of an existing ramp about 105 feet inward from the building's west exterior. The wall is a non-rated fire-resistance wall approximately 60 feet wide by 38 feet high, containing one high-speed overhead door measuring 24 feet wide by 21 feet high, with switch control that stops at 15 feet, and one non-locking man-door with a viewing window on the north end. Flexible panels must meet NFPA 701, rigid panels must meet ASTM E84 or UL 723 Class A, and framing must be non-combustible. A flat, level landing at least 12 inches beyond the full door swing must precede the ramp slope.
The contractor performs site inspection, measurements, site preparation, all installation labor and materials, equipment off-loading and placement, supervision, and delivery. Rock Island Arsenal provides utilities only to the single point of first connection for each utility type and supplies decking, stairs, or platforms for operator interface. Equipment must be new and unused, with IUID data plates registered before final payment. The contractor must comply with DoD security requirements, including background checks and anti-terrorism training for all personnel, and must provide service and repair with 48-hour on-site response and stocked replacement parts. Deliveries and service work are restricted to 6:00 a.m. to 3:30 p.m., Monday through Thursday, except government holidays, with equipment off-loads limited to before noon.
