About this opportunity

The Department of the Air Force Space Command's 30th Operations Support Squadron has issued a Special Notice for a sole source procurement of an ADB SafeGate Airfield Lighting Control and Monitoring System (ALCMS) mobile control system platforms installation. The procurement involves modification and expansion of existing airfield lighting systems at Buildings 1747 and 1748 to include industrial mobile control system platforms for the Airfield Operations Flight and 30th Civil Engineer Squadron. The contract will be awarded as a firm fixed price purchase to ADB SafeGate Americas, LLC, which the government has determined is the only local company capable of fulfilling this specialized requirement. The system components include four mobile control station antennas, wireless radio control hub, three industrial mobile control station laptops, tower touch screen monitor, software modifications, and comprehensive on-site installation, integration, certification and training services.

The purpose of this procurement is to provide mobile control capabilities that enable controllers to seamlessly transition airfield lighting operations to alternate facilities, supporting new aircraft mission requirements while maintaining critical flight safety standards. Although this is intended as a sole source award under FAR 13.106-1(b)(1), the government will consider competing proposals from firms that can demonstrate equivalent capability, with all responses due by July 29, 2025, at 1300 PST. Contractors wishing to challenge the sole source determination must submit an interest letter demonstrating their firm's ability to provide equivalent supplies and services, along with rationale for consideration. The government justifies the single source approach based on ADB SafeGate's position as the primary USAF airfield lighting control provider, currently installed at approximately 85% of Air Force bases worldwide. The contracting officers have specified that the government will not reimburse any costs associated with providing capability information, and the final determination whether to compete the contract remains solely at the government's discretion.
