About this opportunity

Air Mobility Command intends to solicit an upgrade to the Airfield Lighting Control System at Fairchild Air Force Base, with a sources-sought response deadline of June 11, 2026. Due to the proprietary nature of ALCMS software, only the original manufacturer, ADB SAFEGATE, is authorized to perform the required modifications to ensure life-safety functionality is not compromised.

Work is performed at Fairchild Air Force Base, Washington, during standard business hours (0700–1630 Monday through Friday, excluding Federal Holidays). The upgrade includes replacing ADB SAFEGATE L-890 ALCMS CPU equipment at the Air Traffic Control Tower and vault nodes with Industrial Microbox-style CPUs running Windows 11; replacing all fiber drivers and unmanaged network switches with managed fiber switches; providing and installing ACE 3 Door Upgrade kits for all 28 existing switchgear Control Cabinets/Rooms (24 five-step, 4 three-step); updating the ALCMS touchscreen Human Machine Interface with new graphics supporting ethernet IP communication; and installing three ACE 3 Input/Output units for monitoring and control of vault and remote locations.

Cybersecurity enhancements require deploying Windows 11 24H2, achieving 80 percent or greater compliance with STIG/SRG standards as of January 1, 2025, configuring managed switches to lock down non-populated ports, implementing password protection for maintenance tools, and generating SHA-256 hash values at commissioning to establish configuration integrity baseline. The system must conform to FAA AC150/5345-56 specifications and relevant sections of DAFGM 2023-32-01.

Services include technical submittals, Factory Acceptance Testing, on-site Commissioning and System Acceptance Testing over four one-week site visits, installation and system checks, two one-hour training sessions for Air Traffic Control personnel and one six-hour training session for maintenance personnel, and delivery of as-installed drawings and operator manuals. Period of performance will be determined after contract award. Responding firms must register with SAM and submit a capability statement of no more than five pages by June 11, 2026 at 1000 A.M. PST.
