About this opportunity
The Department of the Air Force Reserve Command is conducting market research to procure an advanced aircraft wash rack system for KC-135 aircraft at Grissom Air Reserve Base in Indiana. The pre-solicitation notice seeks to identify potential contractors capable of supplying, removing existing equipment, and installing a comprehensive wash system with specific technical requirements including stainless steel hose reel stands, remote control panels, hot water wash systems, and foam application capabilities. Interested vendors must provide detailed information about their organizational capabilities, including business size, federal supply schedule numbers, certifications, and proposed contract approach. Responses must be submitted by February 21, 2025, at 4:00 PM Eastern Standard Time via email to Contract Specialist Jason Hahn and Contracting Officer Jarred Gentile. The government will evaluate market information to determine potential procurement methods, which could include small business set-aside, sole sourcing, or full and open competition.
The procurement falls under NAICS code 333310 with a small business size standard of maximum 1,500 employees, leaving open the possibility of small business participation. No specific award value or budget range was disclosed in the pre-solicitation notice, though the detailed product specification suggests a complex technical procurement involving significant infrastructure modifications. The wash rack system must meet precise technical specifications, including 25 GPM hot water capacity at 175 PSI, 880,000 BTU burners, and an 800-gallon poly holding tank. Contractors will be responsible for all aspects of equipment removal, system installation, utility connections, and post-installation training. The government has not committed to a specific contract format and will use the market research responses to determine the most appropriate procurement strategy, potentially setting aside the opportunity for small businesses or pursuing alternative acquisition approaches.
