Update #3 · Latest ·

Added: Jun 07, 2016 8:45 pm Modified: Aug 30, 2016 2:50 pmTrack Changes The Department of Interior (DOI) is issuing solicitation D16PS00542 to award Blanket Purchase Agreements (BPA) otherwise known as the Aircraft Rental Agreements (ARA) for fully Contractor operated and maintained fixed wing flight services in support of Government aviation missions in the contiguous 48 states. The DOI has historically required an inventory of various aircraft types and capabilities located throughout the lower 48 states that are pre-approved and inspected by DOI and capable of accepting on demand aircraft orders. Mission may include point-to-point flights, aerial survey, animal tracking, law enforcement, and other natural resource missions. The ARA is NOT used for direct fire suppression or tactical fire support missions which are conducted under other contract instruments. However, the ARA may be utilized to obtain logistical and reconnaissance aircraft that support fire but do not operate in the fire traffic area.

All contractors must possess a FAA Part 135 Certificate, and all offered aircraft must be listed on their FAA Part 135 Operations and Specifications. It is a requirement that all awardees be registered in the System for Award Management (SAM). The Government does not guarantee any minimum use or orders should a BPA be awarded. These BPAs may be cancelled at any time at the written request of the Contractor or Government.

This solicitation will be a total small business set aside and is being solicited under 481211 Nonscheduled Chartered Passenger Air Transportation which has a small business size standard of 1500 employees. These BPAs will be procured under the Simplified Acquisition Procedures per Federal Acquisition Regulation Part 13.
