About this opportunity
Naval Air Systems Command (NAVAIR), Naval Air Warfare Center Aircraft Division, Lakehurst, NJ intends to negotiate a sole-source contract with Eaton Mission Systems Davenport (CAGE 99251) for repair, test, evaluation, and calibration of the Aircraft Oxygen System Test Set, Part Number 1582AS500-2 (TTU-520A/E, NSN 4920-01-422-8691), with responses due 19 November 2026. The action uses FAR 13.106-1(b)(1), with the Government citing Eaton as the original equipment manufacturer holding the proprietary technical data and design specifications required for the repairs and no other supplies or services satisfying the requirement. The Set Aside line reads "No Set-Aside Used." The equipment supports the FMS Kuwait F/A-18 E/F Super Hornet Program for the United States Navy. The Government estimates that award to any other source would duplicate costs of $200,000 to $250,000 for technical data, engineering reviews, and First Article Testing. This is a pre-solicitation notice, not a request for proposal. All responsible sources may submit a capability statement, proposal, or quotation for agency consideration, and no contract will be awarded based on offers received under this notice. Inquiries go to Contract Specialist Zaib Nageeb at zaib.nageeb.civ@us.navy.mil. The notice is classified under NAICS 811210 and PSC J049, Notice ID N68335-27-Q-1038, and was posted 3 November 2026.

Synopsis: Aircraft Oxygen System Test Set TTU-520
Part Number 1582AS500-2
Notice ID: N68335-27-Q-1038
Classification Code: J049 – Maintenance, Repair, and Rebuilding of Equipment: Aerospace Craft Components and Accessories
NAICS Code(s): 811210 – Electronic and Precision Equipment Repair and Maintenance
Description:
The Naval Air Systems Command (NAVAIR), Lakehurst, NJ intends to negotiate on a non-competitive basis with Eaton Mission Systems Davenport (CAGE Code 99251) for the repair, test, evaluation, and calibration of the Aircraft Oxygen System Test Set Part Number 1582AS500-2 (TTU-520A/E, NSN: 4920-01-422-8691, SN: 000303136) for the FMS Kuwait F/A-18 E/F Super Hornet Program in support of the United States Navy (USN).
The proposed contract action is for services and supplies for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1), only one source reasonably available and no other supplies or services will satisfy agency requirements. Eaton Mission Systems is the Original Equipment Manufacturer (OEM) of this equipment and possesses the proprietary technical data and design specifications required to perform these repairs. It is likely that award to any other source would result in substantial duplication of cost to the Government (estimated between $200,000 and $250,000 for technical data, engineering reviews, and First Article Testing) that is not expected to be recovered through competition.
THIS IS NOT A REQUEST FOR PROPOSAL. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. No contract will be awarded on the basis of offers received in response to this notice. All inquiries and concerns must be addressed to the Contract Specialist, Zaib Nageeb, at zaib.nageeb.civ@us.navy.mil.
Responses to this notice must be submitted by 19 November 2026. A determination not to compete this requirement is within the discretion of the Government. Any response to this notice must show clear and convincing evidence that competition would be advantageous to the Government in a future competition.
