About this opportunity
The Department of Veterans Affairs Veterans Benefits Administration is procuring a comprehensive Aircraft Mechanic Toolkit consisting of over 275 individual professional-grade tools for a veteran participating in the Veteran Rehabilitation and Employment (VR&E) program. The solicitation requires high-quality, durable tools that meet current industry and safety standards, with potential FAA certification requirements for commercial aircraft maintenance use. The toolkit includes specialized tools across multiple categories such as pliers, ratchets, sockets, inspection tools, hammers, screwdrivers, drilling accessories, pneumatic tools, and specialized aerospace equipment, predominantly from manufacturers like Snap-On, Blue-Point, Mac Tools, and Yardstore. Vendors will be evaluated based on technical completeness, past performance, and pricing, with all quote pricing data required to be submitted on Standard Form 1449. The quote submission deadline is 10:00 AM on Friday, September 19, 2025, and non-compliant submissions may be excluded from award consideration.
This procurement is designated as a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB), requiring vendors to be certified SDVOSB firms listed in the SBA certification database and comply with specific subcontracting limitations. The contract has a base performance period from August 18, 2025 to September 12, 2025, with tools required to be delivered within 30 business days of contract award. The place of performance is Troutman, North Carolina 28166, where the toolkit will be delivered to support the veteran's aircraft maintenance training or employment. While specific contract values are not disclosed in the available documentation, the comprehensive nature of the toolkit with over 275 professional-grade tools suggests a substantial procurement value. The solicitation represents a targeted effort to provide essential professional tools to support veteran career development in the aviation maintenance field through the VR&E program.
