About this opportunity
The Department of the Air Force Materiel Command Test Center has awarded a sole-source contract to Marvel Aero International LLC for an Aircraft Battery Management System (ABMS-10X) upgrade with an estimated value of $161,548 on August 12, 2026.
The justification cites 10 U.S.C. 3204(a)(1) and RFO 6.103-1(b), one responsible source, asserting that Marvel Aero International is the only source capable of satisfying the requirement due to proprietary software and hardware integration, patented ReFLEX charging technology, warranty and certification concerns, and the absence of authorized third-party integrators. Market research included targeted database searches, review of Federal Procurement Data System historical acquisitions, and vendor outreach confirming Marvel Aero as the sole authorized distributor. A presolicitation notice posted to SAM.gov for 15 days yielded zero competitive responses.
The upgrade expands the existing legacy four-station ABMS to a six-station ABMS-10X configuration to meet customer needs and cyber security requirements. Deliverables include the ABMS-10X controller with Windows 11 Pro Operating System, six Christie Charger RF80-M models, six AB3K-M Interface boards, two MA3000TS Temp Plates, two MA24DX Cell Clip modules, cables, connectors, battery hoods, cell reversal modules, freight, and set-up and technician training with certifying documentation. Place of performance is Edwards Air Force Base, California, in support of the 412th Maintenance Squadron. The contract is a Firm-Fixed Price Purchase Order funded through FY26 3600 funds.
