About this opportunity

The Naval Air Systems Command (NAVAIR) intends to procure maintenance and development solutions for the APY-10 Radar system installed on the P-8A Poseidon maritime aircraft. The primary deliverables include a Flight Line Systems Diagnostics (FLSD) Tool Upgrade for the Radar Operator Application (ROA) software and an Enhanced RADAR System Simulator (eRSS). This sole-source procurement is being conducted under Title 10 U.S.C. 3204(a)(1) and FAR 6.302-1, which permits other than full and open competition when only one responsible source can satisfy agency requirements. While the Government has designated this as a sole-source contract to The Raytheon Company, FAR 5.207(c)(16)(ii) permits all responsible sources to submit bids or proposals for consideration. The pre-solicitation notice was posted on February 19, 2026, with a deadline of March 6, 2026, for interested parties to review this opportunity.

The procurement carries no set-aside designation and is anticipated to be awarded to The Raytheon Company, the sole designer, developer, and manufacturer of the P-8A Poseidon APY-10 Radar System. The Government plans to award the contract in the third quarter of Fiscal Year 2026, with all deliverables scheduled for completion by FY28. The contract requires delivery of four (4) eRSS units and deployment of ROA software across approximately 143 maintenance laptops. The Raytheon Company is the only contractor deemed to possess the requisite technical knowledge, experience, and proprietary technical data necessary to meet the Government's requirements on a timely basis. Companies interested in pursuing subcontracting opportunities should contact Scott McCrory at scott.mccrory@rtx.com.
