About this opportunity
The Naval Air Warfare Center Aircraft Division intends to award a 60-month Basic Ordering Agreement to Sierra Nevada Corporation for the procurement, maintenance, and upgrade of AN/SPN-35/46 Precision Approach and Landing System and Unmanned Aerial Vehicle Common Automatic Recovery Systems. These systems are used for automatic landing of F/A-18 aircraft and land-based and shipboard landing of the FireScout UAV. Sierra Nevada Corporation is the only company with the technical expertise and production-level data to modify these components without extensive reverse engineering. The due date for proposals is December 19, 2023.
There is no set-aside designation for this requirement. Sierra Nevada Corporation is the incumbent and original equipment manufacturer for the specific system components. The place of performance will be St Inigoes, MD. The Basic Ordering Agreement is for a 60 month period to procure, maintain, and upgrade the Precision Approach and Landing System and Common Automatic Recovery Systems, which are critical to ensuring the Navy's capability to track and land aircraft aboard vessels remains fully operational.
Notice text
The Naval Air Warfare Center Aircraft Division – Webster Outlying Field (NAWCAD WOLF) intends to award a follow-on Basic Ordering Agreement (BOA) to Sierra Nevada Corporation (SNC) of Sparks, NV, CAGE CODE 8X691, for a period of 60 months from the effective date of the BOA. This requirement is a follow-on procurement and is to procure AN/SPN-35/46 Precision Approach and Landing System (PALS) and Unmanned Aerial Vehicle (UAV) Common Automatic Recovery Systems (UCARS) and their associated equipment maintenance and upgrade. The PALS provides US Carriers with the ability to automatically land F/A-18 aircraft. The UCARS is used for the land-based and shipboard landing of the FireScout UAV. If the equipment is not fully operational, the fleet will be directly and adversely affected due to severe restrictions on the Navy’s capability to track and land aircraft aboard vessels.
SNC is the Original Equipment Manufacturer (OEM) of specific system components, and is the only company that possesses the technical expertise and production-level data to modify these components without extensive and costly reverse engineering efforts. Under the statutory authority 10 USC 2304 (c)(1) as implemented by Federal Acquisition Regulation (FAR) 6.302-1, "Only one responsible source and no other supplies or services will satisfy agency requirements."
This notice of intent is neither a request for proposal nor a solicitation of offers. This synopsis is provided for information purposes only. A determination not to compete this requirement is solely within the discretion of the United States Government.
