About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure 4 Air Samplers with National Stock Number 1H-4470-011940831-X5, to be delivered to DLA Distribution facilities in New Cumberland, PA and Tracy, CA. The proposed contract action will be solicited under FAR 6.302-1, which allows negotiation with a single source due to unique data rights and technical complexity. The government intends to evaluate proposals received within 45 days of the synopsis publication date (or 30 days if awarded under an existing Basic Ordering Agreement). Interested parties may obtain technical specifications and documentation through the DoD Single Stock Point at Document Automation and Production Service, with multiple access methods including online ASSIST-Quick Search, direct website ordering, or manual request procedures. All responsible sources are invited to demonstrate their capability to respond to the requirement, though the government retains sole discretion in determining whether to pursue a competitive procurement.
The opportunity is designated as a Total Small Business set-aside, indicating preference for small business contractors. Specific technical challenges include limited data rights for the part, with the government unable to purchase, develop, or obtain alternative sourcing information, and reverse engineering deemed uneconomical. The procurement involves a relatively small quantity of 4 units, suggesting a potentially limited contract value. Technical documents related to the air sampler can be accessed through the DODSSP, with support available via help desk at 215-697-2667 or by mail to DLA Document Services in Philadelphia. While no incumbent contractor is mentioned, interested firms must carefully review the technical requirements and be prepared to demonstrate unique capabilities in manufacturing or supplying this specialized nuclear reactor-related equipment.
