About this opportunity
The Federal Aviation Administration, through the Volpe National Transportation Systems Center in Cambridge, Massachusetts, intends to award a purchase order on a sole-source basis to Janicke Consulting for air quality assessment modeling and aircraft emissions impact analysis supporting airport-specific environmental studies, with response due May 28, 2026. The sole-source justification rests on Janicke Consulting's exclusive access to the LASat for airPORTs (LASPORT) modeling platform, which the FAA and the Committee for Aviation Environmental Protection require for comparative analysis of air quality dispersion models. LASPORT and LASAT are packaged as a unified platform for airport-specific emissions and air quality modeling. Period of performance runs from award date through March 31, 2027. The work supports the FAA's aircraft-specific model development and airport air quality assessment effort, including modeling of aircraft emissions impacts in airport vicinities. The procurement is categorized under Environmental Consulting Services (NAICS 541620) and Special Studies/Analysis–Air Quality (PSC B502). A sole-source justification document has been posted for review.
Notice text
The Volpe National Transportation Systems Center (Volpe Center) Cambridge, MA is supporting The Federal Aviation Administration (FAA), in its aircraft-specific model development and airport air quality assessment effort. This effort includes modeling aircraft emissions impacts on air quality in the vicinity of an airport. The Volpe Center is leading a comparison of various air quality models being researched by the FAA and the Committee for Aviation Environmental Protection (CAEP), including Germany's LASat for airPORTs LASPORT). LASPORT and LASAT are packaged together as a platform required for airport-specific emissions and air quality dispersion modeling. Therefore, the Government intends to award a purchase order on a sole source basis to Janicke Consulting as they have sole access to LASat for airPORTs (LASPORT) modeling platform. The period of performance will be from date of award through 03/31/2027.
