About this opportunity
The Volpe National Transportation Systems Center, supporting the Federal Aviation Administration (FAA), is seeking to procure air quality assessment services for Boston Logan International Airport (BOS) through a sole source purchase order with Janicke Consulting. The primary objective is to develop an aircraft-specific air quality model using the proprietary LASat for airPORT (LASPORT) modeling platform, with a focus on validating the tool for US airport assessments. The contract will support project resource management and data processing related to airport air quality evaluation, specifically aligning with Clean Air Act and National Environmental Policy Act requirements. The procurement is classified under Environmental Consulting Services (NAICS 541620) and Special Studies/Analysis- Air Quality (PSC B502). The pre-solicitation notice indicates a targeted award date of May 20, 2025, with potential contractors needing unique access to the LASPORT modeling platform.
The contract opportunity is not designated with any specific set-aside status and is being awarded directly to Janicke Consulting as a sole source procurement. The total estimated contract value is $39,500, with a performance period extending from the award date through December 31, 2025. The contract specifically requires the contractor to utilize the LASPORT modeling tool, which has been developed with the German Airports Association and extensively used in European research. No competitive bidding process is anticipated due to the unique capabilities of the LASPORT platform, which offers specialized aircraft emissions and air quality modeling capabilities not readily available from other providers. The Volpe Center's ultimate goal is to potentially integrate this modeling approach into future airport emissions research modules, making this a strategic technology evaluation contract.
