About this opportunity

Summary of Federal Contract Opportunity:

The Department of the Air Force Materiel Command Lifecycle Management Center at Hanscom Air Force Base is consolidating two contract requirements for Air Operations Center (AOC) training tools: the Air Operations Center Communication Training Tool (ACTT) and the Contract Command and Control Weapons System Part Task Trainer (C2WSPTT).

The consolidated performance-based contract (FA873024RB014) will provide comprehensive life-cycle management services for simulation training environments, including:

  • Sustainment of training systems
  • Helpdesk support
  • Training and installation
  • Software updates and problem fixes
  • Cyber security compliance
  • User training and system maintenance

Market research revealed limited vendor capabilities, with only one vendor able to fully meet ACTT requirements and two capable of addressing C2WSPTT needs. The contract will be awarded as an 8(a) sole-source contract to the incumbent ACTT vendor.

Key benefits of the consolidation include:

  • Improved quality through centralized problem-solving
  • Reduced acquisition cycle times
  • Enhanced contract management
  • Cost savings by eliminating duplicative efforts

The contract aims to provide realistic training for AOC Operators and Administrators without disrupting live operational environments. The award is scheduled for January 31, 2025, with no specific set-aside provisions.

Notice text

The consolidated contract will provide realistic training for AOC Operators and Administrators without affecting the live operational environment. The effort will also include software changes and problem fixes to the baseline. The Contractor will be responsible for updating all active ACTT locations for system and network administrators. The Contractor will also provide installation, training, and exercise support of C2WSPTT to meet Government requirements. The Contractor will continuously maintain the systems in accordance with Cyber Security (CS) requirements to remain compliant with the Air Force (AF) Command and Control (C2) infrastructure, as well as the current AOC weapon system. The Contractor will field, install, and train users to operate and maintain the systems as required at the AOC sites. The Contractor will continue to provide in-house capability to train locally on all active baselines, as fielded to AOC units.
