About this opportunity
The U.S. Army Corps of Engineers (USACE), Savannah District, is conducting market research to identify qualified contractors capable of constructing an Air Marine Interdiction Mock Training Facility at the Federal Law Enforcement Training Center (FLETC) in Glynco, Georgia. This Request for Information (RFI) seeks responses from construction specialty trade service providers interested in and capable of performing the work. All proposed facilities must comply with FLETC and Customs and Border Protection (CBP) design standards and security requirements. The Government will use responses to determine whether the requirement warrants a small business set-aside or should proceed through full and open competition. Interested parties must submit responses via the authorized online survey form at https://forms.osi.apps.mil/r/Xm1bEHmzs6 no later than March 5, 2026, at 5:00 PM EST. It is important to note that this RFI is for information-gathering purposes only and does not constitute a solicitation, commitment, or obligation by the Government to award a contract.
The project involves designing and constructing four new facilities using a Design-Build Done Right delivery approach, comprising three large open-span mock training buildings of approximately 30,000 gross square feet each and one administration building of approximately 9,500 gross square feet. The scope of work includes comprehensive site development, such as utilities, site lighting, paving, parking, sidewalks, storm and sanitary sewer systems, curbs and gutters, information systems infrastructure, landscaping, and signage on an undeveloped, forested site with existing creeks to be incorporated into stormwater management design. The estimated project magnitude ranges between $25,000,000 and $100,000,000, with an anticipated construction period of 1,460 calendar days following issuance of the Notice to Proceed. The applicable NAICS code is 236220 (Commercial and Institutional Building Construction) with a Small Business Size Standard of $45 million. Based on market research feedback, the requirement may be set-aside for small business in full or in part or procured through full and open competition, with all Small Business Set-Aside categories to be considered.
