About this opportunity
NASA's Shared Services Center seeks procurement of one shell-and-tube air heat exchanger (Model JTHEX5000) for its Langley Research Center Steam Plant, with quotations due July 23, 2026, and questions due July 22. The procurement is set aside for small business.
Place of performance is Hampton, Virginia. The heat exchanger must be designed using HTRI software and comply with ASME Section VIII Division 1 code and TEMA specifications. It shall function as a Joules-Thompson heater, operating at 5000 psig design pressure (4250 psig maximum, 2800 psig minimum operation) on the air side and 125 psig saturated steam on the shell side, with full vacuum rating on both sides. The unit must deliver 359,900 Btu/hr of heat transfer with minimum 25 seamless carbon steel tubes (0.625-inch outside diameter), ASTM A516 Grade 70 tube sheet, and ASTM A106 Grade B shell. Maximum length cannot exceed 6 feet without NASA review. All materials must be new and unused, not remanufactured. The heat exchanger requires hydrostatic testing with zero leakage allowance using chloride-free potable water, exterior coating with light grey paint suitable for 400 degrees Fahrenheit sustained temperature, lifting lugs, and support legs. Delivery lead time is maximum 18 weeks post-award.
Quotations must be submitted to Lindsey McLellan at lindsey.m.mclellan@nasa.gov and remain valid for 30 days. Offerors must be registered in SAM.gov and provide two points of contact. Award will be made on a lowest price technically acceptable (LPTA) basis to a responsible offeror meeting all requirements. Contract terms are firm-fixed-price with amount TBD. NAICS code is 334516; PSC is 6640. Delivery terms are FOB Destination. Solicitation incorporates standard FAR and NASA FAR Supplement clauses addressing duty-free entry, export licenses, place of manufacture reporting, and whistleblower protections. For Buy American Act compliance, components must contain 95 percent or more domestic materials; exceptions apply when domestic materials are not practically available from Trade Agreements Act-designated countries.
