About this opportunity
The Department of the Navy Naval Supply Systems Command is seeking to procure an Air Handling Unit (NSN 3H-9999-LLCYC4479) for the USS OMAHA (LCS 12), with a quantity of 1 unit. The government intends to negotiate with a single source under FAR 6.302-1 authority, indicating a potential sole-source procurement. Interested parties may submit proposals, quotations, or capability statements within 45 days of the publication date (by April 28, 2025). The solicitation requires that the offeror, product/service, or manufacturer meet specific qualification requirements at the time of award. Potential suppliers can obtain additional documentation through the DoD Single Stock Point (DODSSP) in Philadelphia, PA, with most documents available through ASSIST-Online.
This is a Total Small Business set-aside contract opportunity, meaning only small businesses are eligible to compete. The procurement does not utilize FAR Part 12 policies for commercial items, though interested parties may identify commercial item capabilities within 15 days of the notice. The contract may be subject to Free Trade Agreements, specifically potentially involving the World Trade Organization Government Procurement Agreement. While no specific award value is mentioned, the procurement is for a single Air Handling Unit to be delivered to the naval vessel. The government has determined it is uneconomical to purchase data rights or reverse engineer the part, which may impact potential competitive bidding. Suppliers will need to carefully review qualification requirements and be prepared to demonstrate their specific capabilities to meet the naval supply system's precise technical specifications.
