About this opportunity

The Department of the Army Oregon Army National Guard has published a Special Notice announcing the Air Force Repair Enhancement Program (AFREP) Repair Services for Cabin Pressure Indicator. This notice serves as a declaration of intent to award a sole source contract rather than a competitive procurement opportunity. The contract is intended for repair services related to NSN 6685-01-668-2966 cabin pressure indicator components. The contracting entity is the 173rd Mission Support Contracting office. The selected contractor for this sole source award is MERCURY MISSION SYSTEMS LLC (CAGE 096Y5). The justification for sole source procurement is based on Federal Acquisition Regulation 6.302-1, which allows for non-competitive awards when only one responsible source can satisfy agency requirements.

Although this is a notice of intent to award and not a request for competitive proposals, the government has opened a limited opportunity for interested parties to submit capability statements, proposals, or quotations for consideration. Responses must be submitted via email to shana.stroh@us.af.mil and must include Notice ID # W50S8Z26Q0009 by the April 1, 2026 due date. The government has clarified that submission of information does not obligate it to make payment or award the contract, and any responses will be used solely to determine whether competitive procurement should be conducted instead. The resulting contract will be structured as a firm-fixed price agreement. Contractors wishing to challenge the sole source determination or present alternative solutions are encouraged to submit responses during this notice period, though final procurement decisions remain at the sole discretion of the government.
