The purpose of this Notice of Contracting Action is to announce the Government's intention to pursue a sole source procurement to Lockheed Martin Integrated Systems Inc., 1801 State Route 17C, Owego, NY to provide Software Maintenance and Sustainment for the Air Force Recruiting Information Support System-Total Force (AFRISS-TF).  The Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1; Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements.  The AFRISS-TF system was developed by Lockheed Martin Inc.  In accordance with FAR 6.302-1(a)(2)(iii) services may be deemed to be available only from the original source in the case of follow-on contracts for the continued provision of highly specialized services when it is likely that award to any other source would result in unacceptable delays.  Estimated period of performance is 15 months after which a competitive acquisition is anticipated.    


This is not a request for proposals and no solicitation is available.  Interested persons may identify their interest and capability to respond to the requirement.  All responses received within 15 days after the date of this synopsis will be considered by the Government.  The Government will not recognize any costs associated with submission of information in response to this notice.  The Government will not pay for any effort expended in responding to this notice.  A determination not to compete this proposed action is solely within the discretion of the Government.  Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
