About this opportunity

The National Institute of Standards and Technology (NIST) is conducting market research to identify vendors capable of supplying Air Force automated equipment for fiber power meter calibration. This Sources Sought announcement is seeking information from potential suppliers but is not an actual request for proposals or quotes, and the government is not obligated to award a contract. The equipment must consist of a complete integrated system with a compact mainframe containing four subcomponents: a 3x1 fiber switch, a 2x1 fiber switch, two fiber optical shutters, and two optical attenuators, all operating across the 1260-1650 nm wavelength range with specific performance requirements including total insertion loss not exceeding 8 dB and compatibility with LabVIEW or Python software via GPIB connection. All components must be new (not used or remanufactured), feature SMF-28 fiber with FC/APC connections, and tolerate specified input power levels. The response deadline for this Sources Sought is March 10, 2026, and NIST will use the results to determine whether to pursue a small business set-aside procurement or conduct a competitive acquisition on sam.gov.

This procurement carries no set-aside designation at this stage, though NIST will evaluate whether at least two qualified small businesses can fulfill the requirements to potentially trigger a small business set-aside in subsequent solicitation. No incumbent contractor or current award value has been identified in this market research phase. The delivery timeline specifies a three-month lead time following offer acceptance, with F.O.B. Destination delivery to NIST in Boulder, Colorado, and payment terms of Net 30 days following successful installation, acceptance, and testing. The contractor must provide a minimum one-year warranty commencing upon government acceptance, and the government reserves the right to conduct performance testing to verify switching ratio stability, attenuation verification, and control functionality. This procurement falls under NAICS code 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals) and PSC code 6625 (Electrical and Electronic Properties Measuring and Testing Instruments), targeting suppliers of specialized optical test equipment.
