Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic intends to award a sole-source contract to Ultra Electronics Advanced Tactical Systems, Inc. (Ultra Electronics), 4101 Smith School Rd. Bldg.4, Ste 100, Austin, TX 78744-3204. The contract will acquire, on a sole source basis, Air Defense Systems Integrator (ADSI) equipment and incidental support services. Ultra Electronics is the Original Equipment Manufacturer (OEM) for ADSI onboard 64 ships and shore commands worldwide providing interface to various Tactical Data Links and providing a common operational picture to shipboard and land based Command and Control Centers.
This requirement will result in an Indefinite Delivery, Indefinite Quantity, Firm-Fixed-Price contract with a nine year ordering period. The estimated value of this contract is $45M. Authority for other than full and open competition is 10 USC 2304 (c)(1) and FAR 6.302- 1, Only One Responsible Source and No Other Supplies and Services will satisfy agency requirements. The applicable North American Industry Classification System (NAICS) code is 334111, with an applicable size standard of 1,250.
The proposed contract action is for supplies and incidental services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive proposals. However, all written responses received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses and/or questions should be directed to Shannon Anderson, Code 22410SA at Shannon.anderson@navy.mil.
