About this opportunity
The Department of Commerce's National Oceanic and Atmospheric Administration (NOAA) is seeking to procure Air Analysis Line Replaceable Unit (LRU) software and hardware enhancement from Picarro Inc. utilizing their G2401-m units. The procurement aims to improve trace gas measurements, optical temperature and pressure measurements, and measurement diagnostics, specifically to support NOAA's mission of partnering with commercial airlines for enhanced greenhouse gas atmospheric measurements. While the synopsis indicates this will be a sole source procurement, interested parties are invited to identify their capabilities and respond to the requirement. The key contact for this opportunity is Contracting Officer Darrin Moore, with responses due by February 20, 2025. The contract will be awarded using a firm-fixed price purchase order, with the government reserving full discretion to determine competitive procurement approaches.
The pre-solicitation notice indicates this is not a small business set-aside and will be awarded to an other-than-small business, specifically targeting Picarro Inc. as the sole source contractor. The total estimated contract value is $150,000, with a planned performance period from March 15, 2025 to May 31, 2026. Picarro's exclusive licensing agreements, proprietary data, and existing instrument design for the Boeing 737 platform are cited as key rationales for the sole source selection. The contract will be administered through NOAA's contracting office located in Boulder, Colorado, and falls under the Analytical Laboratory Instrument Manufacturing NAICS code 334516. The procurement will utilize Product Service Code 6655 for Geophysical Instruments, reflecting the technical specificity of the required enhancement.

16. Description:
This procurement is for Air Analysis Line Replaceable Unit (LRU) software and hardware enhancement utilizing Picarro G2401-m units. This includes enhancing the fidelity of trace gas measurements, optical temperature and pressure measurements, and measurement diagnostics. This project will further the NOAA mission of partnering with commercial airlines to enable higher temporal and spatial resolution in measurements of greenhouse gases (GHG) in the atmosphere.
The Government intends to negotiate directly and award one (1) firm-fixed price purchase order with a total estimated value of $150,000.00. The expected period of performance is 15 March 2025 to 31 May 2026.
Supporting rationale. Exclusive Licensing Agreement/Restrictive Rights/Authorized Reseller - The source has one or more of the following: an established exclusive licensing agreement, proprietary data, limited rights in data, patent rights, OEM required certifications or OEM authorized reseller, copyrights or secret processes with regard to the supplies or services required. A key pathway to success for this project is taking an existing instrument that has been designed and built by Picarro and making minor changes to fly on the Boeing 737. Picarro has exclusive rights to the software and hardware design and using another vendor will require a complete redesign of instrumentation which would be a significant cost increase.
The proposed contract action is for equipment for which the Government intends to solicit and negotiate with only one source under authority of FAR 13.501. Interested parties may identify their interest and capability to respond to the requirement or submit proposals. This synopsis is not a request for competitive proposals. However, any firm that believes it can meet this requirement may provide written notification to the Contracting Officer. A determination by the Government not to compete this proposed contract based upon responses to this synopsis is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
17. Place of Contract Performance: Boulder, CO
18. Set-aside Status: This Government intends this procurement to be a sole source award to an other-than-small business.
