About this opportunity
The National Institute of Standards and Technology (NIST), under the Department of Commerce, is conducting market research to identify qualified vendors capable of providing applied research support for the Aggregate Interference as a Function of Antenna Directivity (AIFAD) project. This Sources Sought announcement seeks information on potential contractors who can establish a baseline for the Department of Energy to assess the efficacy of 7-8 SRF Band Study proposals in accordance with the provided Statement of Objectives. The project requires developing a calibrated beam switching antenna, creating validated test measurement systems, and conducting spectrum data collections on advanced wireless deployments including 3GPP 4G and 5G cellular systems in the C-Band. NIST will use responses to determine if qualified small businesses exist to fulfill the requirements, with the ultimate goal of determining the appropriate acquisition method and potential small business set-aside eligibility. The due date for responses to this Sources Sought announcement was November 10, 2025, and it is important to note this is not a Request for Quotation and does not obligate the government to award a contract or pay for any submitted information.
This procurement carries no set-aside designation at the time of the Sources Sought announcement; however, NIST has indicated that if at least two qualified small businesses are identified during this market research phase, the subsequent solicitation will be set aside for small business competitors. MITRE Corporation is identified as the current contractor delivering this work under an estimated total contract value of $1,749,000, comprising a base year budget of $1,467,000 and an option year budget of $282,000 over two years of performance. The work is classified under NAICS code 541618 (Other Management Consulting Services) and PSC code R425 (Support-Professional: Engineering/Technical), indicating the technical and professional nature of the required services. Once NIST completes this market research phase, a competitive procurement will likely be conducted on sam.gov, with the final acquisition method and contract award timing to be determined based on the responses received to this announcement.
