About this opportunity
NASA's Shared Services Center is conducting a sole-source procurement with The Regents of the University of Colorado for a speech-based artificial intelligence system to monitor team functioning and support psychological screening during Mars Exploration Analog missions, with capability statements due by 1:00 p.m. Central time on September 22, 2026. The Government intends to award this as a FAR Part 12 commercial acquisition but will evaluate competing capability statements to determine whether to conduct full and open competition; the decision to proceed sole source remains at the Government's discretion.
The two-year project, running from October 1, 2026, through September 30, 2028, will adapt existing speech-based AI models from HERA mission data to the MEA environment, extracting acoustic and linguistic features including fundamental frequency, jitter, shimmer, MFCCs, loudness, and pronoun use. Development will produce a fully functional preprocessing pipeline, visualization components tailored for operational psychologists to use during Private Psychological Conferences, an operational playbook, curated datasets and pre-trained models, a documented open-source code repository via GitHub, and integration and evaluation during MEA mission operations. Performance is located at NASA Johnson Space Center with NASA/NSSC as procuring center.
Interested organizations must submit written capability statements only; quotes and oral communications are not acceptable. The NAICS code is 611310 (Educational Services), and FAR Supplement Clause 1852.215-84 (Ombudsman) applies. Contact Cara Craft (cara.s.craft@nasa.gov) or Shari Trigg (shari.trigg@nasa.gov).
