About this opportunity
The Army Contracting Command - Redstone Arsenal is seeking qualified sources to provide thermal insulation spares for the AH-64 Apache helicopter platform. These insulation components protect surrounding structures and systems from heat generated by equipment and environmental exposure. The procurement will be conducted under FAR 15 (Contracting by Negotiation) and will result in a Firm-Fixed Price, Indefinite Delivery Indefinite Quantity contract. A critical qualification requirement is that interested offerors must demonstrate access to the required proprietary technical data and data rights, or must show how requirements can be met without this data while avoiding significant additional costs and schedule risk. The Government has indicated that Thermal Structures, Inc. and Boeing are currently the only vendors with access to the necessary technical data. This is a Sources Sought Notice intended to gauge market capability and interest; responses are due by May 12, 2026, and interested parties should note that this notice does not constitute a Request for Proposal nor does it commit the Government to any future procurement.
This pre-solicitation notice carries no small business set-aside designation. The resulting contract will have a 60-month base period of performance with an option to extend services for up to six months under FAR Clause 52.217-8. No specific contract value or quantity information is provided in this notice, as it is designed to assess market capacity rather than solicit formal proposals. Responders should be aware that all costs associated with responding to this Sources Sought Notice are the responsibility of the responding party, with no Government reimbursement available. Submission of a response to this notice does not preclude participation in any future RFP, and non-response does not disqualify potential offerors from future opportunities related to this procurement.
