About this opportunity

The Naval Air Systems Command (NAVAIR) is procuring Super Analog Module Automated Test Stand (AMATS) upgrades, spares, and Engine Electronic Control Unit (EECU) evaluations for the EECU Test Bench to support repair operations, inspection, testing, and harvesting activities. This Firm Fixed Price contract will be awarded through non-competitive procurement procedures under 10 U.S.C. 2304(a)(1) and FAR 6.302-1(a)(2), with the government citing that only one responsible source can satisfy its requirements. BAE Systems, the Original Equipment Manufacturer of the test bench, is identified as the sole source capable of meeting government requirements due to its exclusive knowledge, data, and technical capability. The government also lacks adequate data rights to the EECU Test Bench to permit full and open competition. This pre-solicitation notice was posted on March 11, 2026, with a deadline of March 25, 2026, though the notice is for informational purposes only.

This procurement carries no set-aside designation and anticipates award to BAE Systems as the incumbent and only qualified contractor for these specialized test bench components and evaluation services. No specific contract value or budget range is disclosed in this pre-solicitation notice. The effort falls under NAICS category 334515 (Instrument Manufacturing for Measuring and Testing Electricity and Electrical Signals) and PSC category 4920 (Aircraft Maintenance and Repair Shop Specialized Equipment), reflecting the technical and specialized nature of the avionics test equipment involved. While specific quantities and service timelines are not detailed in this notice, the procurement addresses critical support infrastructure for the AH-1W Taiwan Army helicopter platform's engine electronic systems.
