About this opportunity

The Department of the Air Force Materiel Command Lifecycle Management Center at Hill Air Force Base has issued a Request for Information (RFI) seeking industry input for engineering services related to bomb testing and surveillance. This Special Notice, posted on July 3, 2025, with responses due by August 7, 2025, focuses on the creation of a Predictive Age Life Model (PALM) to determine the useful life of each bomb type currently in the USAF inventory. The opportunity falls under NAICS code 541380 for Testing Laboratories and Services and PSC code H913 for ammunition and explosives quality control testing and inspection. This RFI represents ongoing market research efforts by the Air Force to identify qualified contractors capable of supporting critical munitions lifecycle management requirements.

The primary objective of this RFI is to gather information from potential contractors about their capabilities to support the comprehensive PALM development program, which involves identifying bomb-specific aging mechanisms through extensive testing protocols. The engineering services required include sub-scale and full-scale testing support encompassing arena and sled testing, modeling and simulation analyses, mathematical modeling, mass property measurements, CT-scanning of bomb test articles, dissection and coring procedures, and iterative validation of both structural-based and hydro-code-based predictive models. Interested contractors must demonstrate experience with explosive materials, propose specific testing methodologies, detail their facility resources, and outline technical approaches to munitions performance modeling. The RFI serves as preliminary market research that may lead to a future formal solicitation for engineering services supporting the Air Force's bomb aging and surveillance programs, with responses to be submitted to designated government contacts Ryan Mitchell and Nick Padgett.

Notice text

This is a Request for Information (RFI) as part of on-going market research related to this requirement.

The purpose of this requirement is for engineering services and support for the creation of the Predictive Age Life Model (PALM) to determine the useful life of each bomb type in USAF inventory.  PALM creation will involve identification of bomb-specific aging mechanisms via sub-scale and full-scale testing to include arena and sled testing support, modeling & simulation analyses, mathematical modeling, measurement of mass properties, CT-scanning all bomb test articles, dissection and coring and iteratively modifying and validating structural-based and hydro-code-based PALM with sub-scale and full-scale test results, respectively.
