About this opportunity
NASA's Information Technology Procurement Office has issued a Special Notice regarding the renewal of an Agency-Wide Microsoft Power Apps Enterprise Agreement. The notice, posted on April 20, 2026, indicates NASA's intention to award a sole source contract to Minburn Technology Group, located in Great Falls, Virginia, under the authority of FAR 16.507(b)(3). The procurement is for commercial products and services and will be conducted under FAR Part 12. This Special Notice has been set aside for Service-Disabled Veteran-Owned Small Businesses. The notice invites interested organizations to demonstrate their capabilities and qualifications to potentially challenge the sole source determination.
Interested contractors must submit their capabilities and qualifications electronically via email to Caitlin Poulton at caitlin.m.poulton@nasa.gov no later than 9:00 AM Central Time on April 22, 2026, providing a two-day response window. Submissions will be evaluated solely to determine whether NASA should conduct this acquisition on a competitive basis rather than as a sole source procurement. The Government reserves the right to make the final determination regarding competitive versus non-competitive acquisition based on responses received. Only written submissions are acceptable; oral communications will not be considered. Contractors responding to this notice should be aware that NASA Clause 1852.215-84 regarding the Ombudsman is applicable, with contact information available through NASA's Procurement Ombudsman listing.
