About this opportunity
The Air Force Security Forces Center (AFSFC) is conducting a Request for Information (RFI) to assess the viability of an enterprise-level procurement of handcuffs and whistles for Air Force personnel. The solicitation, issued by the Department of the Air Force Materiel Command Installation Contracting Agency, seeks handcuffs with specific technical requirements including steel construction, nickel finish, 21 locking positions, and compliance with National Institute of Justice standards. Whistles must be black, non-metallic, produce 115+ dB sound, and be pea-less for global use. The evaluation will follow a Lowest Price Technically Acceptable (LPTA) approach, assessing quotes based on technical capability and price. Interested vendors must submit their capability statements by 2:00 PM Central Time on May 28, 2025, with quotes to be held firm for 60 calendar days.
The pre-solicitation notice does not indicate any specific set-aside designations, and is open to businesses under NAICS code 332999 with a small business size standard of 750 employees. The annual requirement includes approximately 8,000 handcuffs and 16,000 whistles, supporting Air Force personnel duties ranging from everyday uniform use to high-stress tactical situations. While no specific award value is mentioned, the solicitation targets an enterprise-level procurement for the upcoming fiscal year. The document emphasizes that this is a market research effort and does not guarantee the issuance of a solicitation or contract award. Potential vendors are encouraged to provide detailed technical descriptions, pricing information, and demonstrate their capability to meet the stringent product specifications outlined in the RFI.
