Added: May 08, 2017 11:47 am Amendment 02 is being issued to Gray Wolf BAA-AFRL-RWK-2017-0002. All of those contractors that have requested the documents and have provided notification of intent to propose through separate email to PCO will be provided the updated documents by CD or through other means. a sysnopsis of all changes made through amendment 02 will also be provided. Any future requests for BAA attachments will provided with all updated documents to include questions and answers. Proposal due date remains unchanged.

Questions and answers will be provided to all of those contractors that have requested the documents and have provided the notification of intent to propose through separate email by PCO. Description:
This Broad Agency Announcement (BAA) is for the Air Force Research Laboratory Munitions Directorate (AFRL/RW) to design, develop, manufacture, and test prototype affordable sub-sonic tactical cruise missiles for AFRL Gray Wolf Cruise Missile Science and Technology Demonstration Program. The objective of this effort is to conduct Research and Development to advance and mature affordable tactical cruise missiles employed in networked, collaborative operations in support of defeating enemy Integrated Air Defense System (IADS) in highly contested environments. The program is a spiral development effort, using open architectures and a modular design to enable testing of multiple variant full-scale prototypes.
Operations Security (OPSEC): General OPSEC procedures, policies and awareness will be required in an effort to reduce program vulnerability from successful adversary collection and exploitation of critical information OPSEC will be applied throughout the lifecycle of any potential contract.
Program Security Requirements: Portions of this program are classified at the SECRET level and a DD Form 254 will apply to the awarded contract. The Government will provide the BAA and all attachments to PRIME CONTRACTORS ONLY, but in order to do so offerors must meet Facility Clearance at the SECRET level with Defense Security Service (DSS) in order to receive the documents.
ITAR: International Traffic in Arms Regulations and Public Law 98-94 (export control) will apply to this effort.
Request for BAA Attachments: The BAA is being provided with this announcement and provides the detailed instructions on how to request the attachments. This is a one-step closed BAA. Proposals are due on 26 May 2017 at 3:00pm central.
The cost of proposal preparation in response to this announcement is not considered an allowable direct charge to any resulting award. Such cost, is however, an allowable expense to the normal bid and proposal indirect cost specified in FAR 31.205-18, Independent Research and Development and Bid and Proposal Costs.
