About this opportunity

The Air Force Research Laboratory (AFRL), specifically the Materials and Manufacturing Directorate (AFRL/RXNW), has issued a Special Notice of Intent to Award a Sole Source contract to DS Government Solutions. The procurement is for one CST Studio Suite Package (Nodelock) and one CST Studio Suite Acceleration Token (Nodelock) software license. Scheduled for award on or about March 1, 2025, the contract will have a 12-month performance period and is classified under NAICS code 541519 with a $34 million size standard. While the notice indicates a sole source award, the Air Force will consider responses from other potential contractors to determine if a competitive procurement might be more appropriate. The opportunity is not a formal solicitation but rather a notification of the government's current procurement intentions.

Contractors interested in this opportunity must submit capability statements by February 16, 2025, at 11:59 PM EST to Benjamin Spencer via email. Responses are limited to 10 unclassified pages and must include specific company details such as points of contact, business size, socioeconomic status, and CAGE/DUNS numbers. Businesses must also demonstrate how their product meets the specified requirements for the CST Studio software licenses. The government reserves the discretion to compete the requirement based on received responses, potentially utilizing a full and open competitive procurement or a small business set-aside process. If the procurement becomes a small business set-aside, contractors will need to comply with FAR 52.219-14, Limitation on Subcontracting. Interested parties should carefully review the notice's requirements and be prepared to provide comprehensive information about their capabilities and product offerings.
