About this opportunity

The Defense Information Systems Agency (DISA) has published a Notice of Intent to negotiate a sole source contract with North America Agence France-Presse (AFP) 24/7 International for real-time international news wire services. DISA is seeking to renew its existing contract HC1047-22-C-4001, which provides comprehensive global news coverage across political, diplomatic, social, economic, business, health, science, technology, environmental, and cultural domains. The agency requires this service to support its media monitoring and intelligence gathering operations through its watch floor operations. The current contract period runs from September 30, 2022, to September 29, 2025, and is classified under NAICS code 516210 for Media Streaming Distribution Services. DISA has determined that AFP is currently the only source capable of providing the required real-time news text wire service with the necessary global coverage and immediate updates.

The primary objective of this Notice of Intent is to comply with Federal Acquisition Regulation requirements for sole source acquisitions while providing an opportunity for other qualified contractors to express interest in the requirement. Companies that believe they can provide equivalent services must submit a detailed capability statement within five days of the notice publication date of June 17, 2025, making the response deadline June 24, 2025. No reimbursement will be provided for costs associated with preparing capability information, and companies must demonstrate they can deliver comprehensive, real-time global news coverage with near-immediate updates. The contract falls under the large business category, and while DISA will consider all responsible sources in evaluating the sole source determination, no formal solicitation will be posted to SAM.gov due to the anticipated sole source nature of the requirement. Interested parties should contact the designated point of contact at quin.s.conerly-anderson.civ@mail.mil for additional information about DISA's specific requirements.

Notice text

                                                                       NOTICE OF INTENT

The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO) intends to negotiate a sole source contract with North America Agence France-Presse (AFP) 24/7 International.  A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on SAM.gov to comply with the public display requirements of FAR 13.501(a).

The proposed contract action is for the North America AFP 24/7 international real-time news text wire service. The portal features provide comprehensive, real-time, global news coverage to support media monitoring and intelligence gathering. AFP reporting is accurate and adheres to strict editorial standards. DISA requires independent, comprehensive and up-to-the-minute real time/live coverage of the world’s main political, diplomatic, social, economic, business, health, science, technology, environment, and culture breaking news and local details. DISA has a watch floor operation to ensure comprehensive information is readily available in real time. AFP has the expansive global coverage with near immediate updates through AFP News Platform. Failure to have access to this real-time news text wire service would put DISA at a disadvantage requiring numerous manhours to scour the web for the same information or to wait until AFP reporting is reposted through a separate new service.

At this time, the incumbent contractor North America AFP is the only source capable of providing all necessary services for the North America AFP 24/7 international real-time news text wire service.

The statutory authority for other than full and open competition, 10 USC 2304 (c) (1), as implemented by FAR13.501(a), Sole source (including brand name) acquisitions.  Companies who believe they can provide this service must indicate their interest in writing within 5 days of this notification and include a detailed capability statement.  No reimbursement for any cost connected with providing capability information will be provided.  All responsible sources will be considered in evaluating the determination to issue a sole-source contract.  Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal.  A solicitation will NOT be posted to SAM.gov due to the sole source nature of the requirement.

The North American Classification System (NAICS) code 516210 - Media Streaming Distribution Services, Social Networks, and Other Media Networks and Content Providers, will be used for determining company size status.
