About this opportunity

The Air Force Nuclear Weapons Center (AFNWC) at Kirtland Air Force Base is conducting a Request for Information (RFI) to explore potential sources for a comprehensive campus-wide access control system modernization. The project involves upgrading and consolidating seven existing access control systems, integrating them onto the AFNET NIPRNet, and implementing enhanced video surveillance capabilities using Velocity Vision. Key contract objectives include upgrading the Hirsch Access Control system with the latest hardware, software, and firmware, adding new cameras, badge readers, and enrollment systems, and ensuring compliance with FIPS 201-03 and 140-03 standards. The RFI seeks detailed responses addressing the company's experience with federal government installation and maintenance services, Hirsch product certifications, and previous experience with access control system design and integration. Responses are due by May 9, 2025, at 10:00am MDT, and must be submitted via email in Microsoft Word or PDF format, not exceeding 5 pages.

The procurement is not designated with a specific set-aside, and the potential contract is expected to be awarded in fiscal year 2025 with a duration not exceeding 5 years. Currently, no funds are available for the project, and no reimbursement will be provided for RFI response costs. The AFNWC currently maintains seven access control systems supporting various security levels, including unclassified, collateral, SCIF, and SAPF areas. Potential contractors will be required to provide on-site hardware and software support, including licensing and upgrades. The government is conducting market research to develop an acquisition strategy and future Request for Proposal (RFP), with the primary goal of creating a redundant, campus-wide access control and surveillance solution that meets current security standards and technological requirements.

ACCESS CONTROL MODERNIZATION

Introduction

The Air Force Nuclear Weapons Center (AFNWC), Kirtland Air Force Base (AFB), Albuquerque, New Mexico, is currently in the planning stages for a potential future acquisition in support of a campus wide access control system refresh as well as the addition of new requirements. No award, subsequent to solicitation, will be made until funds are available to make payments under a contract and meet obligation requirements.

The Government will not provide reimbursement for costs associated with this request. The information obtained from industry's responses to this notice may be used in the development of an acquisition strategy and a future RFP.

History/Scope

The access control and video surveillance systems of AFNWC were installed as each facility’s construction was completed. The three main access control and video surveillance systems were integrated together in 2021/2022 for consolidated management. AFNWC currently maintains seven access control systems supporting unclassified, collateral, SCIF and SAPF areas.

The Hirsch Access Control system will need to be upgraded to the latest hardware, software, and firmware revisions. The seven systems shall be evaluated for consolidation onto the AFNET NIPRNet to eliminate the abundance of stand-alone systems and provide a redundant campus wide solution. The existing surveillance cameras shall be integrated into Velocity Vision to allow for a fully integrated access control and surveillance system. The upgraded system will ensure compliance with FIPS 201-03 and 140-03.

The proposed effort also includes the addition of cameras, badge readers, and enrollment systems. The contractor will be required to provide on-site follow on hardware and software support to include licensing and upgrades.
