About this opportunity

The Defense Media Activity (DMA) under the Department of the Air Force is conducting a Request for Information/Sources Sought to identify commercially available technologies and services capable of delivering American Forces Network (AFN) stereo audio programming ("The Eagle" service) to remote, isolated FM transmitter sites in Europe. The current distribution method utilizing AFN's Direct-to-Home (DTH) satellite service will be discontinued in March 2026, creating an urgent need for alternative connectivity solutions. Solutions must deliver audio to 12 specific locations across Bavaria, Benelux, Souda Bay, and Vicenza with performance requirements including 99.9% annual uptime and compatibility with existing hardware or potential replacement equipment. The government is seeking either internet-based solutions requiring 1 audio stream at 256kbps or TVRO solutions requiring 5 audio channels at 128kbps, with secure encrypted transmission capabilities and minimum sustained bandwidth of 2 Mbps. Interested vendors must submit a 20-page white paper by July 11, 2025, addressing technical questions about solution design, scalability, geographic challenges, interference handling, cost estimates, and implementation considerations.

This opportunity does not utilize any set-aside designations and is open to all qualified contractors. The current contract (HC1013-23-C-0002) is held by Intelsat under a Single Award Lowest Price Technically Acceptable (LPTA) strategy, indicating the incumbent provider for the existing DTH satellite service. The RFI targets 12 remote transmitter sites located in strategically important European locations, with the primary challenge being these sites currently lack internet or cellular connectivity infrastructure. Technical requirements include delivering audio using government-furnished equipment such as the Tieline TLR6200-4W audio codec, with preferred audio interface options including AES3 audio at 48 kHz or 44.1 kHz, or balanced XLR stereo analog audio at line level. The government emphasizes this RFI is strictly for information gathering purposes and does not guarantee future contract awards, though it represents a critical capability gap that must be addressed before the March 2026 service discontinuation.
