About this opportunity
The Department of the Air Force, specifically AFLCMC/C3C - Kessel Run, has issued a Special Notice for a sole source firm-fixed price contract with Cox Virginia Telecom, LLC for commercial internet services. The contract will be awarded under Federal Acquisition Regulation (FAR) Part 12 for acquisition of commercial products and services, using the simplified acquisition threshold approach. The procurement involves providing internet services to two specific locations at Langley Air Force Base: the Ryan Center and a facility at 300 Exploration Way. The notice seeks commercial internet service with specific technical requirements, including 1Gbps+ upload/download speeds, multiple IP blocks, and hardwired infrastructure. The contract is structured with a base period from June 1, 2025 to September 30, 2025, with potential for four additional one-year option periods.
The primary objective of this Special Notice is to conduct market research and potentially validate the sole source procurement approach for critical internet infrastructure supporting Air and Space Operations Centers. The government is inviting interested parties to submit capabilities statements to contract specialists Yesenia Barreto and Rosa Krauss, with no reimbursement for submission costs. Contractors must demonstrate the ability to provide commercial internet services matching the precise technical specifications, including specific upload/download speeds, IP block configurations, and hardwired infrastructure at the designated locations. Eligibility appears focused on Commercial Internet Service Providers (CISPs) with existing infrastructure capable of meeting the stringent technical requirements without significant delays or additional cost. The government reserves the right to determine the final acquisition strategy and will use the submitted information solely for market research purposes. Potential contractors should note the tight submission window, with responses due by May 12, 2025, and carefully review the technical specifications outlined in the notice.
