About this opportunity
The Department of the Air Force Global Strike Command (AFGSC) is seeking small businesses interested in providing electronic technical order client drive and technical library sustainment services across eight Air Force bases, including Barksdale, Minot, Whiteman, Dyess, Ellsworth, F.E. Warren, Malmstrom, and Vandenberg. The primary contract objectives include supplying Functional System Administrators (FSAs) to install, configure, and maintain electronic tools used by aircraft and missile maintainers, as well as providing Technical Library Custodians responsible for maintaining physical technical order libraries and tracking inventory updates. This pre-solicitation notice is designed to assess small business market interest and capabilities for the upcoming solicitation, with all potential questions to be submitted via the attached Excel questionnaire by December 2, 2024. The contract will initially cover a base period from March 28, 2025, to March 27, 2026, with potential for four additional one-year option periods. While specific evaluation criteria are not explicitly detailed in the pre-solicitation, the government will likely assess contractors' technical capabilities, security clearance qualifications, and ability to support operations across multiple Air Force bases.
The contract opportunity is designated as a total small business set-aside, specifically categorized under NAICS code 541519 for Other Computer Related Services and PSC code DB02 for IT and Telecom Compute Support Services. While no incumbent contractor is mentioned, the contract will require personnel to provide comprehensive technical support and library management services at specified Air Force locations. The precise award value is not specified in the pre-solicitation notice, but the scope suggests a significant engagement involving multiple bases and specialized technical support roles. The contract structure provides flexibility with its base period and four potential option years, indicating the government's intent to establish a long-term partnership with a qualified small business contractor. Interested small businesses are encouraged to demonstrate their capabilities and market interest, with the understanding that detailed capability statements are not required at this initial stage of the procurement process.
