About this opportunity
This notice announces the Army Contracting Command - New Jersey's intent to issue a request for proposal for the Afghan Personnel and Pay System on behalf of the Combined Security Transition Command - Afghanistan. The RFP will seek a single firm-fixed-price contract to provide the Afghan Personnel and Pay System for sixty-six months including a base period of twelve months and four twelve-month option periods, with a six month extension option. The evaluation criteria will be contained in the RFP, which is anticipated to be issued on August 12, 2020. Offerors will have an opportunity to ask questions following RFP release, with responses included in the RFP.
There is no set-aside designated for this procurement. To be eligible for award, offerors must have a current and valid Afghanistan Business License issued by the Afghanistan Investment Support Agency and/or Ministry of Commerce and Industry. Place of performance will be entirely within Afghanistan. Offerors are advised to register in the System for Award Management and Joint Contingency Contracting Systems prior to proposal submission.

The U.S. Army Contracting Command - New Jersey (ACC-NJ), on behalf of Combined Security Transition Command – Afghanistan (CSTC-A), intends to issue a request for proposal (RFP) via beta.SAM.gov for Solicitation Number W15QKN21R5001 for the Afghan Personnel and Pay System (APPS). This is a pre-solicitation notice and the Government anticipates that a formal solicitation will be issued on or about 12 August 2020. The Government’s intent is to procure this requirement in accordance with (IAW) Defense Federal Acquisition Regulation Supplement (DFARS) 225.77 “ACQUISITIONS IN SUPPORT OF OPERATIONS IN AFGHANISTAN” and the Afghan First Policy.
The RFP will contain the complete evaluation criteria. This action will result in a single Firm-Fixed-Price (FFP) Contract Award. Place of performance is entirely within Afghanistan. The period of performance will be for a total of sixty-six months including one (1) twelve-month base period, inclusive of a 60-day phase-in period, four (4) twelve-month option periods, and one (1) six (6) month extension option IAW Federal Acquisition Regulation (FAR) 52.217-8 “OPTION TO EXTEND SERVICES”. At this time, there is no planned site visit or pre-proposal conference. Offerors will be afforded a Q&A period following the release of the RFP and that information will be included in the RFP.
Offerors are advised to register in the System for Award Management (SAM) at www.sam.gov and the Joint Contingency Contracting Systems Registration (JCCS) at www.jccs.gov/olvr/default.aspx prior to submission of proposals. Additionally, to be eligible for award, a current and valid Afghanistan Business License issued by the Afghanistan Investment Support License (AISA) at www.aisa.org.af/licensing and/or newly acquired Ministry of Commerce and Industry (MOCI) http://acbr.gov.af/ will be required.
