Notice text

The Centers for Disease Control and Prevention intends to award a sole source firm fixed price purchase order to Postnova Analytics, Inc. for the purchase of a AF2000 MF – EAF4 Analytical Channel Electric Flow with Electric FFF Module.  The Postnova Analytics is the only vendor that can provide an electric flow-field flow fractionation (EAF4) module that grants new possibilities for separation of large molecular aggregates based on particle size and particle charge. The EAF4 module will be added to an existing AF2000 equipment (also from Postnova) which currently separates particles by size only. Postnova was able to demonstrate that the EAF4 system is able to separate plasma particles from 20-50 microliter serum or plasma. This means that the separation can be coupled with fraction collection where the fractions are concentrated enough for downstream mass spectrometry-based analysis.  This extremely specialized equipment is only commercially offered by one vendor, Postnova Analytics Inc. This EAF4 module that is only compatible with a Postnova AF2000 AF4. Our lab is already in possession of an AF2000 systems.  We sent representative samples for testing in Postnova’s laboratory. These tests demonstrated that the EAF4 system can provide plasma fractionation by charge and size that is not possible by size separation alone.  This contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b) (SAP) and 10 U.S.C. 2304(c)(1). Interested persons may identify their interest and capability to respond to the requirement or submit proposals.

This notice of intent is not a request for competitive quotations; however, all quotations/responses received within eleven (11) days of the issuance of this notice will be considered by the government. A determination by the government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Any quotation/response should be emailed to contract specialist at qaq5@cdc.gov by 12:00pm on March 23, 2020.
