About this opportunity
The Defense Logistics Agency Aviation is seeking to procure 22 units of radar transmitters (NSN 5840-01-153-2250) for the AN/FPS-117 weapon system. These are precision electronic components manufactured to exacting military standards with comprehensive engineering data and technical specifications provided by Lockheed Martin. Offerors must meet manufacturing qualification requirements established by the government, including demonstration of required facilities and equipment, submission of a qualification test plan with 30 days' advance notice, and provision of a pre-contract award qualification article for form, fit, and function evaluation within 90 days. The government will evaluate offers based on compliance with ISO 9001:2015 quality standards, adherence to military packaging and preservation requirements per MIL-STD-2073-1E and MIL-STD-129R, and provision of supply chain traceability documentation. The offer deadline is May 12, 2026, with prices to remain firm for 120 days from the April 9, 2026 posting date, and delivery required by July 7, 2028 to DLA Distribution Barstow or DDHU Hill SBSS Receiving.
This is a 100 percent small business set-aside restricted to two qualified sources: US Dynamics (CAGE 26269, manufacturer part number 583250) and Rodelco (CAGE 59926, manufacturer part number 7327093G1). The solicitation offers two bidding alternatives: Bid A requires first article approval with government-funded testing costs of $20,000 and involves procurement of 21 production units, while Bid B waives first article requirements for contractors meeting prior production waivers and involves procurement of 22 units. Estimated qualification costs are $10,000 with a 90-day completion timeframe. Items must be packaged according to special packaging instructions utilizing either ASTM D6251 or ASTM D5118 containers with military preservation methods, and contractors must submit a Counterfeit Prevention Plan and first article test documentation. All deliverables and related data will be delivered F.O.B. Origin via surface transportation with payment processed through Wide Area Workflow electronic submission.
