About this opportunity

The National Institute of Standards and Technology (NIST), a civilian agency under the Department of Commerce, has published a Special Notice announcing its intent to sole source a purchase order with Aerotech, Inc. for motorized stages required in the development of a spectral response detector calibration system. This Notice of Intent (Announcement Number NIST-NOI-26-6801020) was posted on April 14, 2026, with a notice period closing on April 28, 2026. The acquisition falls under NAICS code 335312 (Motor and Generator Manufacturing) and PSC code 5999 (Miscellaneous Electrical and Electronic Components). NIST has determined that Aerotech, Inc., located in Pittsburgh, Pennsylvania, is the sole source capable of providing the required equipment. This procurement is authorized under FAR Part 12.102(a) and 41 USC 1901, which permit the Contracting Officer to solicit from a single source.

NIST intends to award a firm-fixed-price purchase order to Aerotech, Inc. for one X-axis motorized stage, one Y-axis motorized stage, one rotary stage, and one rotary motor, with delivery required within seven months of the contractor's receipt of the order. The equipment specifications require the stages and motors to accommodate payloads up to 7 kg, with the X-axis stage capable of traveling 400 mm with 1.5 mm accuracy and the Y-axis stage traveling 150 mm with 1.5 mm accuracy; the rotary stage must rotate 360 degrees with 0.05-degree accuracy and 0.001-degree resolution while supporting payloads up to 1 kg. All products must have a USA place of origin in accordance with FAR Part 25. Since this is a Notice of Intent rather than a formal solicitation, no quotations will be requested from other contractors, and interested parties should note that this sole source justification reflects NIST's determination that only Aerotech can meet the specialized technical requirements for this calibration system development project.

NOTICE OF INTENT TO SOLE SOURCE
Aerotech Motorized Stages for Development of
Spectral Response Detector Calibration System

Announcement Type: Special Notice
Announcement Number: NIST-NOI-26-6801020
Subject: Aerotech, Inc. Motorized Stages for Development of Spectral Response Detector Calibration System
NAICS: 335312 - Motor and Generator Manufacturing
PSC: 5999 - Miscellaneous Electrical and Electronic Components

Introduction
This is a notice of intent, not a request for a quotation. A solicitation document will not be issued and quotations will not be requested.

Purpose
The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with Aerotech, Inc, (UEI: HLW7BPRWMK16) located at 101 Zeta Drive, Pittsburgh, PA 15238. The purchase order will be for motorized stages for development of a spectral response detector calibration system. These products have a USA place of origin in accordance with FAR RFO Part 25. Delivery will be required seven months after contractor receipt of order.

Authority
This acquisition is being conducted under the authority of FAR RFO Part 12.102(a) and 41 USC 1901, allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 335312 - Motor and Generator Manufacturing with a small business size standard of 1,250 Employees.

Description
The Contractor shall provide NIST with one Aerotech, Inc. X-axis motorized stage, one Y-axis motorized stage, one rotary stage, and one rotary motor as described below. Delivery is required within seven months after contractor receipt of order.

  1. Stages, brackets, and X- and Y-stage motors must have a payload up to 7 kg.
  2. X-axis motor must travel 400 mm with ±1.5 μm accuracy.
  3. Y-axis motor must travel 150 mm with ±1.5 μm accuracy.
  4. Rotary stage must rotate 360° with ≤ 0.05° accuracy and ≤ 0.001° resolution.
  5. Rotary stage must have a payload up to 1 kg.
  6. Rotary motor must have a velocity of 90 deg/s.
  7. All necessary software, support hardware, and cables for the use of the X- and Y-stage motors, the rotary stage, and the rotary motor must be included.

All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered.

Sole Source Determination
The sole source determination is based on the following:

The National Institute of Standards and Technology (NIST) Physical Measurement Laboratory (PML) Sensor Science Division (SSD) is collaborating with the U.S. Air Force to develop a spectral response detector calibration system. The applicable research project title is CCG Project 797. The Air Force System that the NIST SSD is improving upon uses Aerotech, Inc. equipment and instruments which are proprietary to this company. Only further Aerotech, Inc. equipment is acceptable to ensure accuracy, precision, and repeatability in ongoing research efforts associated with developing the improved calibration system. Use of any other manufacturer's products would jeopardize scientific continuity and integrity of Project 797 which already has significant effort and funding associated with it.  Aerotech, Inc. does not authorize any resellers of its products. Accordingly, Aerotech, Inc. is the only capable contractor for this requirement.

Information for Interested Parties
Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation.

Any questions regarding this notice must be submitted in writing via email to Ms. Lauren Roller, Contract Specialist, at Lauren.Roller@nist.gov.
