About this opportunity
NASA Glenn Research Center intends to solicit a Request for Proposal for design and construction of the Aerospace Power Systems Laboratory (APSL) facility using a two-phase design-build delivery method, with Phase 1 RFP anticipated release on or about July 8, 2026 and Phase 1 offers due on or about August 10, 2026.
The facility will comprise approximately 34,000 square feet of permanent construction at Glenn Research Center and will include an open-floor high bay, configurable laboratory space, collaboration and administration spaces, utilities, pavement, and site improvements to support power systems testing and development. Design and construction must be completed within approximately 1,004 calendar days after notice to proceed. The initial 10 percent design phase may be awarded to multiple offerors, with a secondary Phase 2 award to a single offeror for final design and construction.
This acquisition is full and open with no set-aside. NAICS code 236220 (Commercial and Institutional Building Construction) applies, with a $45 million size standard. The facility will be designed in accordance with all applicable building codes and NASA regulations. All responsible sources may submit proposals. NASA Glenn Research Center (GRC) plans to issue a Request for Proposal (RFP) for the Aerospace Power Systems Laboratory (APSL) project.
- The upcoming solicitation will be executed using a two-phase design-build (DB) project delivery method, which will require the contractor to provide the Government with a complete facility and warranty based on the Request for Proposal (RFP).
- Design and construction will guide the establishment of a new lab facility to support testing and development of power systems with associated site work, infrastructure, and systems at GRC. The facility will have an approximate square footage of 34,000.
- The facility will include all primary functional spaces necessary for the operations of the facility including an open floor high bay, configurable laboratory space, and associated collaboration and administration spaces.
- Construction will also consist of utilities, pavement, and additional site improvements.
- This facility will be designed as permanent construction in accordance with all applicable building codes and NASA regulations.
- The effort must be completed within approximately 1004 calendar days after notice to proceed.
This acquisition is full and open. The NAICS Code and Size Standard are 236220 (Commercial and Institutional Building Construction) and $45M size standard, respectively.
The anticipated release date of the RFP for Phase 1 (initial 10% design) is on or about July 8, 2026, with an anticipated offer due date of on or about August 10, 2026. The initial 10% design may be awarded to multiple offerors, with a secondary (Phase 2) award to a single offeror for final design and construction. All responsible sources may submit a Proposal which must be considered by the agency.
